The Final Deadline for Submission of Documents/ Information/ Certificates for Temporary Suspension of Liability (TSOL) Applications under vetting
The Private Columbaria Licensing Board announced on 16 August 2022 that it has set 31 December 2022 as the final deadline for applicants’ submission of documents/information/certificates for TSOL applications under vetting. Please click here for details.
Measures on Speeding up the Processing of Specified Instruments Applications
The Private Columbaria Licensing Board (PCLB) promulgated the implementation of the following three measures and arrangements on 30 August 2019 with a view to speeding up the processing of applications for specified instruments:
- granting exemption without requiring applicant to restore the ash interment quantity first;
- stipulating the deadline for applicants’ submission of documents/information in respect of temporary suspension of liability (TSOL) applications; and
- administrative arrangements for “Approval-in-principle for TSOL Application.

List of private columbaria which have not submitted the required documents/information for one or more domain(s) of application requirements for Temporary Suspension of Liability (TSOL) application by the deadline of 31 December 2019 and are subject to the cessation of vetting of TSOL applications by the Private Columbaria Licensing Board (PCLB)
The PCLB has examined the status of applicants' submission of documents/information for their TSOL applications by the above-mentioned deadline and decided to cease the vetting of the TSOL applications of 15 private columbaria which have not submitted the required documents/information for one or more domain(s) of application requirements for TSOL application by the deadline. Having considered the current situation, the Licensing Board has decided that, after this update of information about "the Status of Submission of Documents in Some of the Major Aspects by Specified Instrument Applicants" published in early May, such information will not be continued to be updated so as to focus on speeding up the processing of the specified instrument applications.

General Procedures for Processing Applications for Specified Instruments
Upon receipt of an application for specified instrument, the Private Columbaria Affairs Office (PCAO) will conduct a preliminary check to see if the information required to be filled in in the application form is complete or not and whether the form is signed, and then publish the relevant information in the "List of Applications for Specified Instruments Received by the Private Columbaria Licensing Board" below for public information.
The above-mentioned "preliminary check" is not equivalent to "preliminary assessment". It does not mean that the application is in compliance with the application requirements of the specified instrument. The PCAO, upon receipt of the supporting documents and information submitted by the applicant concerning various application requirements (depending on the type of specified instrument under application, these may include land, planning, buildings, fire safety, management plan (including financial plan), right to use the premises, deed of mutual covenant (if applicable), environmental impacts, electrical and mechanical safety, eligibility of applicant, proposed plans, sample of agreement of sale of interment right, and other related requirements), the documents will be sent to the departments concerned. Various departments concerned will assess the supporting documents and information under their purview, and give advice on whether the application meets the requirements within that purview. The comments will be submitted to the Private Columbaria Licensing Board (PCLB) for consideration. The decision on whether or not to approve an application will be made by the PCLB.
