The Food and Environmental Hygiene Department (FEHD) now releases 321 vacant fixed hawker pitches designated for selling “Other Classes” commodities to persons who are interested in hawker activity and able to meet the required conditions to submit applications, and to operate at the pitches after a licence is granted.

The vacant fixed hawker pitches released in this round of allocation exercise are located in the Eastern District (4 pitches), Central and Western District (7 pitches), Wan Chai District (26 pitches), Yau Tsim District (110 pitches), Mong Kok District (101 pitches), Sham Shui Po District (28 pitches), Kowloon City District (5 pitches) and Tsuen Wan District (40 pitches).  Of these, 112 pitches may be used to sell Class II commodities (Class II commodities are divided into five categories, including (A) food-related dry goods/preserved food; (B) fresh fruits; (C) prepacked food and drinks; (D) bread, cakes and confectioneries; and (E) Chinese herbs and medicines) or Class III commodities (non-food-related dry goods and related services). 94 pitches may be used to sell item (C) of Class II commodities (prepacked food and drinks, excluding prepackaged fresh fruits and vegetables) or Class III commodities (non-food-related dry goods and related services).  For the remaining 115 pitches, they may only be used to sell Class III commodities and provide related services. Application period and method are as follows:-

Class II, Class II (C) and Class III Commodities List

Category of Applicants

  1. Holder of a Fixed-Pitch (Newspaper) Hawker Licence
    means the holder of a valid Fixed-Pitch (Newspaper) Hawker Licence issued by the Director of Food and Environmental Hygiene under the Hawker Regulation (Cap. 132AI).  When invited to select a vacant pitch, the applicant shall still satisfy the above-mentioned eligibility criteria of holders of a Fixed-Pitch (Newspaper) Hawker Licence and produce relevant supporting documents for verification purpose.
  2. Holder of an Itinerant Hawker Licence (Other Classes/Newspaper)
    means the holder of a valid Itinerant Hawker Licence (Other Classes) and valid Itinerant Hawker Licence (Newspaper) issued by the Director of Food and Environmental Hygiene under the Hawker Regulation (Cap. 132AI).  When invited to select a vacant pitch, the applicant shall still satisfy the above-mentioned eligibility criteria of holders of an Itinerant Hawker Licence (Other Classes/Newspaper) and produce relevant supporting documents for verification purpose.
  3. Eligible registered assistant
    means an assistant who has been endorsed by the Director of Food and Environmental Hygiene under section 12 of the Hawker Regulation (Cap. 132AI), and who is currently registered at hawker pitch(es) and has an accumulated registered period of five years or more (as at the cut-off date of 31 August 2026, with each year calculated as 365 days), while also satisfying the eligibility criteria for persons belonging to Category (4) below.  When invited to select a vacant pitch, the applicant shall still satisfy the above-mentioned eligibility criteria of registered assistant and produce relevant supporting documents for verification purpose.
  4. Member of the public satisfying the following criteria:
    1. Hong Kong resident reaching the age of 18 on or before the deadline for application (including new arrivals, but excluding Hong Kong non-permanent residents who have been admitted to Hong Kong to work, study or receive training and their dependents, and excluding persons who have entered Hong Kong as visitors);
    2. Not a current holder of any valid hawker licence;
    3. Has not entered into any market stall tenancy agreement that remains in force at present with the FEHD;
    4. Has not participated in the Voluntary Surrender Schemes for Fixed-Pitch (Cooked Food or Light Refreshment) Hawkers or Itinerant Hawkers or applied for voluntary surrender of hawker licence under the Assistance Scheme for Hawkers in Fixed-Pitch Hawker Areas;
    5. Has not received ex-gratia payment granted by the FEHD, due to closure of Yen Chow Street Temporary Hawker Bazaar in Sham Shui Po; and
    6. None of his/her parents, spouse and children is a current holder of any valid hawker licence.

Notes for filling in and submission of the Application Form

  1. Completed application form shall be submitted by online application.
  2. Applicants shall submit the online application during the period from 6 October 2026 (Tuesday) at 9:00 a.m. to 26 October 2026 (Monday) at 5:00 p.m.

  3. Each applicant should submit only one application.  Duplicate applications (regardless of using different category you apply for) will not be accepted and processed.

  4. Before completing application form, please read carefully the content of Application Form, Category of applicants, Notes for application and Notes for Filling in and Submission of the Application Form to understand the Fixed-Pitch (Other Classes) Hawker Licence arrangement.

  5. The provision of personal data in this application form is voluntary. However, if the applicant does not provide sufficient information, the FEHD may not be able to process the application.

Processing of Application

  1. When an applicant submits the online application successfully, he/she will receive an application number. The applicant can quote this number for any future enquiries.  If applicants need to enquire the application status, he/she can go the webpage of the FEHD to obtain such information via the “Application Status Enquiry” section of the webpage.
  2. If the FEHD identifies that the application information requires supplementation or clarification, the applicant will be notified through SMS.  The applicant is required to go the webpage of the FEHD within seven days from the date of receiving the SMS and enter the supplementary or correct information via the “Supplementary or Clarification Information” section of the webpage.
  3. If the applicant needs make amendment to the information of his/her submitted application, please contact the FEHD staff at 2348 6944 during office hour (9:00 AM to 6:00 PM, excluding lunch hours from 1:00 PM to 2:00 PM) for amendment.

  4. The FEHD will evenly apportion Available Vacant Fixed Hawker Pitches to the 4 categories of applicants mentioned in the “Category of Applicants” Section above.  Each applicant will be assigned an application number specific to each category of applicants.

  5. Pitch selection priority order of the eligible applicants is generated in a fair and impartial manner by way of open computer random sequencing cum manual ballot.  The date of ballot will be announced in due course.

  6. Upon completion of ballot, the FEHD will issue a letter to notify eligible applicants of their priority numbers.  The result will also be uploaded to the FEHD website (www.fehd.gov.hk) the next day for viewing by applicants.  The FEHD will also issue letters in batches according to the priority numbers to invite successful applicants for pitch selection and completion of the formalities for issue of new licence.

  7. If eligible applicants outnumber the vacant pitches, standby applicants will be put on a waiting list according to their priority numbers.  If short-listed applicants fail to select a pitch, standby applicants belonging to the same category will be able to select a vacant pitch according to their priority order.  If the number of applicants in a certain category is less than the quota of vacant pitches assigned, standby applicants of all categories (who have not been offered any pitch yet) will be able to select remaining pitches according to their priority order on the waiting list.

Other Points to Note

  1. No application fee is payable for submitting the application.

  2. Applicants belonging to the categories of eligible registered assistant and member of the public who are invited by the FEHD to select vacant hawker pitches shall attend the interview on the specified date and time and bring along the documents mentioned in the invitation letter. The document required to be brought generally include the following. Therefore, applicant can prepare the relevant documents and their copies in advance first.

    1. Identity document of the applicant
    2. Declaration form completed and signed by the applicant(The relevant declaration form will be enclosed in the invitation letter)
    3. Marriage certification document of the applicant
    4. Copy of the identity document of the applicant's parents
    5. Copy of the identity document of the applicant's spouse
    6. Copy of the birth certificate and identity document of the applicant's children
  3. Applicants who hold a Fixed-Pitch (Newspaper) Hawker Licence, an Itinerant Hawker Licence, a Permit of Registered Assistant, or a valid hawker licence deputy's permit must surrender their existing licences or permits to the FEHD for cancellation on the day the new hawker licence is issued.  Failing or refusing to surrender the valid licence or permit on the spot for cancellation will render the application invalid and the selected pitch will be re-allocated to other applicants.
  4. Except for application from holder of Fixed-Pitch (Newspaper) Hawker Licence and Itinerant Hawker Licence, Hawker Licence Operation Validity Period is 7 years (as from the date of issue of licence).  The FEHD will levy annual fee based on the pitch area, ranging from $4,347 to $6,715.  Licence will not be renewed upon the expiry of the licence validity period, the applicant who is granted a licence shall remove the stall and other equipment from the pitch upon the expiry of the Licence Operation Validity Period.

    Pitch Sizes and Fees

  5. An applicant who is granted a licence shall design and construct the stall (including fixed electrical installations) at his/her own expense in accordance with the specifications approved by the FEHD and conduct the business at the stall. Whether fixed electrical installations are suitable for installing at the stall depends on the location of the hawker pitch and its surrounding environment, and also the need to meet the requirements of the power supply company.  If an applicant operates business at a stall after obtaining a license but fails to construct the stall in accordance with the approved specifications, he/she is in breach of the licensing conditions and shall be subject to the consequences of such breach.  He/she will be prosecuted, and the hawker licence may be temporarily suspended.  The FEHD has already constructed stalls at the Hau Tei Square Hawker Bazaar in Tsuen Wan District.  Applicant who selects a hawker pitch located there will not be required to construct his/her own stall.

    1. An applicant who is successfully granted the licence shall comply with the Hawker Regulation (Cap. 132AI) and other related legislation, and licensing conditions, otherwise, he/she shall be subject to prosecution, suspension or cancellation of the hawker licence.
    2. In general, for all newly issued hawker licences, no “succession” or “transfer” arrangement is allowed. Licensee shall operate the stall in person, otherwise he/she shall be subject to prosecution or cancellation of the hawker licence.
  6. The FEHD has not entrusted any organisations/persons to receive/process applications or assist in submission of application.  No person can enjoy any privilege.
  7. Applicant should not offer any advantage to the FEHD staff while having dealings of any kind with the FEHD.

  8. The list of eligible applicants who have not been invited to select a pitch and have not indicated their withdrawal from pitch selection will be kept for three years counting from the date of the ballot for use in the allocation of vacant pitches that could be made available within the three-year period.  Thereafter, the list will lapse.
