Specifications of Cabinet-type Hawker Stall

  1. The stall structure (including fixed canopy and stall body) shall be constructed of metal and the retractable canopy shall be constructed of fire retardant materials (e.g. polyvinyl chloride (PVC) tarpaulin).

  2. All metalwork of the stall structure (including the exposed and concealed structural framework) shall be rust-resistant.  The exterior metal surfaces of the stall shall be painted with at least two coats of polyurethane paint.

  3. If galvanised mild steel (GMS) is used as the main construction material for the stall body, its thickness shall not be less than 2 mm.  If other materials are to be used, certificates or proofs shall be provided to show that the material is non-combustible to an extent that it is comparable to 2 mm-thick GMS, is suitable for use as the main construction material for the stall and is durable for at least eight years.

  4. The stall body (including the door) shall be fully enclosed.

  5. All materials shall be new and free from defects.

  6. The stall area shall not exceed the pitch area approved by the licence.

  7. The height of the stall (including its canopy) shall not exceed 2.5 m.

  8. If the pitch area allows, fixed canopy not exceeding 0.45 m from any side of the pitch can be installed at the stall.  If retractable awning is installed, it shall be fully retracted upon close of business to a position not exceeding 0.45 m from any side of the pitch.  The canopy at the sides of the stall shall not be connected with canopies of the neighbouring stalls, and the canopy at the rear of the stall shall not be connected to or in contact with the external wall of adjoining buildings.

  9. Unless with the approval of the Food and Environmental Hygiene Department (FEHD), individual electricity meters shall be installed for stalls with electricity supply.  The licensee1 shall obtain electricity supply from the China Light and Power Company Limited or the Hong Kong Electric Company Limited (depending on the pitch location) and arrange a registered electrical contractor to carry out the new fixed electrical installations concerned at the stall.

  10. The licensee1 shall submit the design of the stall for endorsement by the FEHD.  Approval-in-principle would be given if the FEHD is satisfied that the proposed stall meets the required specifications.

  11. Upon completion of the construction works, the licensee1 shall submit to the FEHD certificates or proofs issued by the relevant contractors, manufacturers, suppliers or accredited laboratories to ensure that all materials used for construction of the stall conform to the required specifications.  If there is any electrical installation at the stall, a copy of the Work Completion Certificate with format complying regulation 19 of the Electricity (Wiring) Regulations (Cap. 406E) covering the entire fixed electrical installation of the stall shall be submitted by the licensee1 to the FEHD for checking and record.  The licensee1 should allow and assist government officers to conduct audit inspection of the electrical installation concerned.

  7. The total height of the stall (including its 1.25 m high stall panels and canopy) shall not exceed 2.5 m.

  8. Specifications of Morning Set-up, Evening Dismantle Hawker Stall with Electricity Supply and Canopy

  1. The stall structure (including the frames and half-length storage cupboard) shall be constructed of metal.  The frames should be sturdy enough to support the goods displayed and the canopy.  Storage cupboard, if any, shall not exceed 1.25 m high and preferably be an enclosed one. 

  2. The materials for the stall structure shall be new and free from defects. 

  3. A serviceable dry powder type fire extinguisher of the approved type which is in efficient working order and no less than 2 kg, or a fire extinguisher of equivalent or greater fire-fighting capability, shall be provided within easy reach at the stall. 

  4. The stall area shall not exceed the pitch area approved by the licence. 

  5. The height of the stall (from ground level) shall not exceed 2.5 m. 

  6. All stall structures shall be removed from the pitch at the end of the business hours specified on the licence. 

  7. Unless with the approval of the Food and Environmental Hygiene Department (FEHD), individual electricity meters shall be installed for stalls with electricity supply.  The licensee1 shall apply for electricity supply from the electricity company and arrange a registered electrical contractor to carry out the new fixed electrical installations concerned at the stall.

  9. If there is any electrical installation (including power poles and plinths installed next to the pavement behind the stall) at the stall, a copy of the Work Completion Certificate with format complying regulation 19 of the Electricity (Wiring) Regulations (Cap. 406E) covering the entire fixed electrical installation of the stall shall be submitted by the licensee1 to the FEHD for checking and record.  As the owner of the electrical installation, the licensee1 shall be held accountable for relevant facilities, including their maintenance to ensure normal operation.  Also, the licensee1 shall allow and assist government officers to conduct audit inspection of the electrical installation concerned. 

  10. To prevent electrical accidents and ensure public safety, the Electrical and Mechanical Services Department has formulated guidelines on electrical safety (please see below) of fixed pitch hawker stalls for information and compliance.

Guidelines on Electricity Safety
(For stalls required to be dismantled after business hours)

  1. Unless with the approval of the Food and Environmental Hygiene Department (FEHD), the stall licensee1 shall apply to the power company for electricity supply (i.e. electricity meter).  Obtaining electricity supply from buildings or other stalls nearby is not allowed.

  2. The stall licensees1 shall engage registered electrical contractors and electrical workers to install power poles and socket outlets for individual stalls, so that the power company can install electricity meter and relevant electricity facilities inside the pole.

  3. The fixed electrical installations (including power poles and socket outlets) of the stall shall be installed by registered electrical contractors and electrical workers.  Upon completion, the stall licensee shall keep the Work Completion Certificate (i.e. Form WR1 signed by the registered electrical contractor and electrical worker) properly for checking by the FEHD or the Electrical and Mechanical Services Department (EMSD) when necessary.

  4. Engage a registered electrical contractor to repair or replace damaged electrical wires or equipment immediately to prevent electrical incident.  Alternation or addition of the fixed electrical installations of the stall (including any power pole and socket outlet) shall be carried out by registered electrical contractors and electrical workers.  Upon completion, the stall licensee shall keep the Work Completion Certificate (i.e. Form WR1 signed by the registered electrical contractor and electrical worker) properly for checking by the FEHD or EMSD when necessary.

  5. Switch off all the electrical installations of the stall and properly put away electrical wires and the power supply unit every day after business hours.  The wires should not be hung on the external walls of the buildings nearby.

  6. Check the residual current devices (commonly known as earth leakage circuit breaker) of the fixed electrical installations regularly by pressing its button at least quarterly.

  7. The stall licensee shall engage a registered electrical contractor to conduct annual check on the fixed electrical installations.  Keep the Work Completion Certificate (i.e. Form WR1 signed by the registered electrical contractor and electrical worker) properly for checking by the FEHD or EMSD when necessary.

  8. Install electrical wires properly and do not place or hang them in a casual manner.  Socket outlets connecting to extension units and adaptors must be protected by a residual current device.  Avoid circuit overload and cluttered wires.

    Notes for safe use of other electrical appliances

  9. Use plugs, adaptors and extension units which comply with the safety requirements.

  10. Do not use any adaptor or extension unit which is fitted with irregular socket holes or without safety shutters.

  11. No more than one adaptor or one extension unit should be inserted into a socket outlet.  No adaptor should be inserted into any extension unit or vice versa.

  12. Do not connect one extension unit to another.
