Apart from online applications, applicants can also submit their applications by post or in person.

Notes for "Online Application for Catering Business (Social Distancing) Subsidy Scheme":

Eligible food licence holders fulfilling the following criteria can now apply to the Food and Environmental Hygiene Department (FEHD) for a grant of one-off subsidy.  A one-off subsidy will be provided to eligible licence holders of the premises in operation including general restaurants, light refreshment restaurants, marine restaurants and factory canteens according to the approved gross floor area of the licensed premises, as set out in the table below.

  1. Eligible Applicants

    Eligibility

    1. An applicant is required to fulfil the following criteria:
      1. the applicant holds on 29 February 2020 a valid food business licence (full or provisional licence) of any one of the four categories listed in item (3) of Part II of the Application Form for Anti-epidemic Fund – Catering Business (Social Distancing) Subsidy Scheme (the Application Form) issued by the FEHD; AND
      2. the related food business licence is valid and the food business is in operation on the date of submission of the application and on the date of approval of the application ; AND
      3. no application for transfer, voluntary surrender or cancellation of food business licence in respect of the licensed food premises is under processing in the period from the date of submission of the application to the date of approval of the application; AND
      4. the food business licence (full or provisional licence) must be valid throughout the whole period from the date of approval of this application till the end of October 2020.  If the licence expires before the end of October 2020, FEHD may consider to recover from the applicant any approved subsidy released and all related expenses incurred.
    2. As an exceptional arrangement, an applicant did not hold a related valid licence on 29 February 2020 may apply for the subsidy, provided that –
      1. in the case of a transfer of licence of one of the four targeted categories listed in item (3) of Part II of the Application Form was made on or before 29 February 2020 –
        1. the application was approved after 29 February 2020, and the applicant is the approved transferee after 29 February 2020 ; AND
        2. no subsidy has been granted by FEHD under this Subsidy Scheme to the original licence holder in respect of the licence transferred ; AND
        3. the applicant meets the eligibility criteria in item 1(b), 1(c) and 1(d) above.
      2. in the case of a provisional licence held by the applicant in respect of the same premises which has, irrespective of the expiry date, expired –
        1. the applicant is successful in obtaining a full licence before close of application for the subsidy (i.e. 5 June 2020); AND
        2. the applicant meets the eligibility criteria in item 1(b), 1(c) and 1(d) above.
    3. To apply for a further one-off subsidy of $50,000 in respect of closed nightclub, an applicant must fulfil the following criteria:
      1. The applicant holds a valid food business licence of any one of the categories listed in item (3) of Part II of the Application Form issued by the FEHD for any period when the Directions are in effect ; AND
      2. On the date of approval of this application, the applicant is still holding the valid food business licence; AND
      3. The whole of the licensed premises has been closed pursuant to the Directions when the Directions are in effect; AND
      4. The application must have been submitted during the period stated in item (1) of Part VI of the Application Form.
    4. Applicant conducting nightclub business can choose to apply for both the Catering Business (Social Distancing) Subsidy Scheme and the further one-off subsidy in respect of the closed nightclub business or apply ONLY for the one-off subsidy in respect of the closed nightclub business.
  2. Application Period

    From 9:00 a.m. on 5 May 2020 (Tuesday) to 5:00 p.m. on 5 June 2020 (Friday).

  3. Obtaining Application Forms

    Applicants may download the application form from FEHD website (www.fehd.gov.hk) or apply online, or obtain the form in person during the application period at the District Environmental Hygiene Offices (DEHOs) during office hours.

  4. Completion of Online Application Forms

    Applicants shall submit their applications during the period from 9:00 a.m. on 5 May 2020 (Tuesday) to 5:00 p.m. on 5 June 2020 (Friday).  All online applications shall be made before 5:00 p.m. on 5 June 2020 (Friday).  The closing time for application will be the preset closing time of the application system of FEHD.  Please allow sufficient time to fill in the application form.  Applicants should submit their applications as early as possible to ensure that the procedures for online application are successfully completed before the deadline.  Applications will not be accepted if the prescribed form is not used or the applicants tender late submissions, provide insufficient or incorrect information or tender duplicate applications.  The provision of personal data by means of this form is voluntary.  However, if applicants do not provide sufficient information, FEHD may not be able to process their applications.

  5. Submission of Application Forms

    Applicants can complete their application forms and submit applications online during the application period.

  6. Processing of Applications
    1. FEHD will in general issue an acknowledgement of receipt of application to the applicants upon receipt of applications.  No matter the application is submitted by post, in person or online, FEHD will make use of the local mobile phone number entered or inputted in the application form to issue acknowledgment of receipt of application and provide the relevant application number through SMS.  No acknowledgement and notification of application number through SMS will be made if a local mobile phone number is not provided.
    2. Applications will be processed by FEHD in the order they are received.  Upon approval, each eligible food licence holder will receive a grant of one-off subsidy.  The subsidy will be released to the licensee by a crossed cheque and by post to the address of the licensed premises.
  7. Other Points to Note
    1. No fee is payable for obtaining or submitting application forms.

    2. FEHD has not entrusted any organisations/persons to receive/process applications or assist in the submission of applications.  No privilege will be accorded to any individuals.

    3. Applicants, while having dealings of any kind with FEHD, should not offer any advantage to FEHD officers.

    4. FEHD will only issue subsidy once for each licence (if a full licence is subsequently issued after the provisional licence held by the applicant, both licences shall be considered as the same licence).

Collection of Personal Data in Connection with Online Application for the Anti-epidemic Fund Catering Business (Social Distancing) Subsidy Scheme In Accordance with Personal Data (Privacy) Ordinance

Statement of Purposes

  1. Purposes of Collection

    The personal data provided by means of this Application Form will be used by FEHD for:

    1. processing the application for Catering Business (Social Distancing) Subsidy Scheme under Anti-epidemic Fund; and
    2. facilitating communication among the staff of FEHD and other government departments and you.

    The provision of personal data by means of the Application Form is voluntary.  However, if you do not provide sufficient information, FEHD may not be able to process your application.

  2. Class of Transferees

    The personal data provided by means of this Application Form may be disclosed to other government departments in pursuance of the purposes mentioned in paragraph 1 above.

  3. Access to Personal Data

    You have a right of access to and correction of the personal data as provided in accordance with Sections 18 and 22 and Principle 6 of Schedule 1 of the Personal Data (Privacy) Ordinance.  Your right of access includes the right to obtain a copy of the personal data which you have provided by means of this Application Form.  A fee may be imposed for complying with a data access request.
