Notes for "Online Application for Dishware Washing Trade Subsidy Scheme":

Food and Environmental Hygiene Department has rolled out the Dishware Washing Trade Subsidy Scheme. Under the scheme, each eligible dishware washing operator in operation will be provided with a one-off subsidy[Note 1] according to its average monthly the water consumption as set out in the table below.

Note 1: This is, the subsidy is for one time only (not for multiple times)
Note 2: Average monthly water consumption is determined by multiplying the average daily water consumption rate as recorded in any one water bill issued by Water Supplies Department (WSD) in the second half of 2019 by 31.

  1. Eligibility

    To apply for the subsidy, an applicant is required to fulfil the following criteria:

    1. hold a valid Business Registration Certificate (BRC) issued under Business Registration Ordinance (Cap. 310) in respect of the premises under application or documentation for the Section 88 documentation (for organisations exempted from tax under Section 88 of the Inland Revenue Ordinance (Cap. 112)); and
    2. commercial automated dishwashing machine(s) has/have been installed on the dishware washing premises on or before 31 March 2020; and
    3. carry on a dishware washing business and provide dishware washing services to at least two food business customers; and
    4. provide at least one water bill issued by the Water Supplies Department (WSD) in the second half of 2019; and
    5. the dishware washing business is in operation on the date of submission of the application and on the date of approval of the application; and
    6. has not received any subsidy under Food Licence Holders Subsidy Scheme, the Relief Grants for Providers of Catering Services for Schools and Post-secondary Education Institutions and Providers of Interest Group and School Bus Services for Schools, the Retail Sector Subsidy Scheme or the Club-house Subsidy Scheme.
  2. Companies not eligible for application
    1. Applicant shall carry on a dishware washing business.  A catering business providing dishware washing service for itself including its branches, whether with the use of commercial automated dishwashing machine or not, is not regarded as “carrying on a dishware washing business”; or
    2. Premises under application have applied for or have been granted subsidy under the Dishware Washing Trade Subsidy Scheme; or
    3. Fail to provide all the documents as below to support the application:
      • Valid BRC issued under Business Registration Ordinance (Cap. 310) in respect of the premises under application or documentation for the Section 88 documentation (for organisations exempted from tax under Section 88 of the Inland Revenue Ordinance (Cap. 112)); and
      • Record showing that at least one commercial automated dishwashing machine has been installed on the premises on or before 31 March 2020; and
      • At least two invoices or service contracts showing dishware washing services provided to the food business customers; and
      • At least one water bill issued by the WSD in the second half of 2019; and
      • Tenancy agreement or deed of assignment of the dishware washing premises as proof of operation; and
      • Recent photo(s) of the premises (showing the dishware washing business is in operation and commercial automated dishwashing machine(s) has /have been installed) .
  3. Application Period
    Application Period: 12:00 noon, 24 June 2020 (Wednesday) to
    5:00 p.m., 15 July 2020 (Wednesday)
  4. Completion of Online Application

    Applicants shall submit their applications during the period from 12:00 noon on 24 June 2020 (Wednesday) to 5:00 p.m. on 15 July 2020 (Wednesday).  All online applications shall be made before 5:00 p.m. on 15 July 2020 (Wednesday).  The closing time for application will be the preset closing time of the application system of FEHD.  Please allow sufficient time to fill in the application form.  Applicants should submit their applications as early as possible to ensure that the procedures for online application are successfully completed before the deadline.  Applications will not be accepted if the applicants tender a late submission, provide insufficient or incorrect information or tender multiple applications.  The provision of personal data by means of this form is voluntary.  However, if applicants do not provide sufficient information, FEHD may not be able to process their applications.

  5. Submission of Application

    Applicants can submit applications online during the application period. Late submissions will not be accepted.

  6. Processing of Applications
    • FEHD will in general issue an acknowledgement of application to the applicant on receipt of application. FEHD will make use of the local mobile phone number stated in the Application Form to issue acknowledgment of receipt of application and the relevant application number through SMS. No acknowledgement and notification of application number through SMS will be made if local mobile phone number is not provided.
    • Applications will be processed and approved by the FEHD in the order they are received.  Upon approval, each eligible dishware washing operator will receive a grant of one-off subsidy.  The subsidy will be released to the applicant by a crossed cheque and by post to the address of the dishware washing premises on the water bill.
    • FEHD will only issue a one-off subsidy to each eligible dishware washing premises.
  7. Other Points to Note
    1. The Government reserves the right to take appropriate action, including but not limited to refusing or not approving an application for subsidy or revoking any approval given and recovering any subsidy granted and all related expense incurred if incomplete or false information is given or false declaration is made.
    2. It is an offence under the Prevention of Bribery Ordinance (Cap. 201) to offer advantages to government officers in relation to their official duties.
    3. Applicants may be required to attend an interview and provide supplementary documentary proof before the release of subsidy.
    4. Applicants should allow representative(s) of FEHD to visit the dishware washing premises, if required.
    5. No fee is payable for submitting an application.
    6. FEHD has not entrusted any organisations/persons to receive/process applications or assist in the submission of applications.

Statement of Purposes

  1. Purposes of Collection

    The personal data provided by means of this Application Form will be used by FEHD for:

    1. processing the application for Dishware Washing Trade Subsidy Scheme under Anti-epidemic Fund; and
    2. facilitating communication among the staff of FEHD and other government departments and you.

    The provision of personal data by means of the Application Form is voluntary.  However, if you do not provide sufficient information, FEHD may not be able to process your application.

  2. Class of Transferees

    The personal data provided by means of this Application Form may be disclosed to other government departments in pursuance of the purposes mentioned in paragraph 1 above.

  3. Access to Personal Data

    You have a right of access to and correction of the personal data as provided in accordance with Sections 18 and 22 and Principle 6 of Schedule 1 of the Personal Data (Privacy) Ordinance.  Your right of access includes the right to obtain a copy of the personal data which you have provided by means of this Application Form.  A fee may be imposed for complying with a data access request.
