New Online Licence Management System

To strengthen the management of licensed / permitted premises and optimize maintenance of valid licences / permits, the Food and Environmental Hygiene Department (FEHD) will launch the new “Licence Management Information System 3” on 31 December 2025. The system will introduce new features such as electronic inspection system, digitalized valid licence applications procedures, and offer a range of e-services through the online Licensing Portal “e+ Licence Portal” to enhance the overall regulatory control and service efficiency for food business and other trade.

e-Inspection System and "e+ Licence Portal"

The FEHD will implement an e-Inspection system, supported by mobile solutions to conduct on-site inspections, and adopt digital recording and management of inspection results. Licensee / permittee will be able to access past inspection records and related improvement requirements through the digital platform. The inspection process is streamlined with increased efficiency and transparency, which facilitates subsequent follow-up actions on hygiene related and other regulatory issues.

To provide more comprehensive digital services, the FEHD is introducing the "e+Licence Portal" enabling licensees and permittees to conveniently access a wide range of licence information via the digital platform. This includes electronic inspection records, basic information of licensed/permitted premises, validity periods of licence/permit, endorsements of the licence, and records of nominated managers and hygiene managers/supervisors (where applicable), etc. New features will be introduced progressively, so as to help the trade stay informed of the latest licensing information and improve the overall operational efficiency.

Licensees / permittees can log in to the system using the username and password issued by the respective District Environmental Hygiene Office. Multiple licences / permits can be linked into a single account for centralized management of licences / permits. Furthermore, the "e+Licence Portal" will integrate with the “iAM Smart” authentication system, allowing licensees / permittees to log in with their “iAM Smart” accounts without separate credentials for a more convenient digital service experience.
