With the implementation of the new measures permitting dogs to enter food premises, many operators are looking to optimise their in-house facilities to attract customers with dogs.  However, the trade must be aware of the relevant licensing conditions: cooking or preparing dog food within food premises is prohibited!

The following outlines the key points on 【The provision of and restrictions on dog food】:

🚫 No cooking, preparing or reheating dog food within the premises

Regardless of the kitchen area or equipment specifications of the food premises, the licensing conditions expressly stipulate that licensees must not cook or prepare any food intended for consumption by dogs within the food premises.  This restriction also includes heating or reheating procedures.

As stated in “Quick Q&As Lesson 5”, food premises may only provide or sell the following three types of pre-packaged dog food on their premises: (1) pre-packaged dry dog food (such as sealed dog biscuits, freeze-dried meat strips/pellets, and freeze-dried fruit and vegetables); (2) vacuum-packed dog food; and (3) canned dog food. 🥫

💡 Management of customers’ own dog food and the associated facilities

Although licensing conditions prohibit food premises from cooking or preparing dog food on the premises, there is no prohibition against customers heating their own dog food.  If any food premises plan to provide equipment such as microwave ovens for self-service use by customers, they should set out clear usage guidelines and remind customers to maintain cleanliness after use, in order to safeguard the hygiene of the food premises.

🛍️ Regulations concerning the sale of dog items

Under normal circumstances, as long as food safety and environmental hygiene are not compromised, the FEHD does not prohibit the food premises from selling small merchandise.  Permitted food premises may sell urine pads, leashes, muzzles, and similar items.

Licensees of the food premises are urged to exercise self-discipline and optimise in-house facilities under the principles of legal and regulatory compliance.  Dog owners are likewise encouraged to understand and comply with restaurant licensing restrictions, so as to jointly create a safe, hygienic and harmonious dining environment.
