According to the licensing conditions, under no circumstances shall restaurant licensees cook or prepare any food intended for consumption by dogs within the food premises. This restriction also strictly covers any form of heating or reheating procedures.

Nevertheless, food premises may provide or sell pre-packaged dry dog food, vacuum-packed dog food and canned dog food on the premises, but they must not heat or reheat such food, including using hot water or a microwave oven. Pre-packaged dry dog food generally refers to items such as dog biscuits, freeze-dried meat strips or pellets, and freeze-dried fruits and vegetables. When optimising in-house services, the trade must faithfully adhere to this licensing condition to ensure that all food provided to dogs meets the above requirement on packaging exempt from on-site processing.

Safeguarding food safety and public hygiene is the cornerstone of implementing the “pet inclusive” policy. The FEHD hopes that members of the trade and the public will work together to create a diverse dining environment that is more inclusive, safe and hygienic while ensuring full compliance with the licensing conditions.
