Since the implementation of the new measure permitting customers to bring dogs into permitted food premises, the FEHD dedicated team has been carrying out on-going inspections and publicity work across the territory. The FEHD would like to take this opportunity to once again remind all persons-in-charge and frontline staff of the permitted food premises to faithfully comply with the licensing conditions and statutory requirements, and strengthen their supervision and reminders to customers entering their restaurants with dogs, so as to ensure public hygiene and the safety of diners.

According to the statutory requirements, persons-in-charge of the permitted food premises must ensure that all dogs entering the premises satisfy at all times, either of the following conditions: (1) being securely held on a leash of “not more than 1.5 metres” in length by an adult; and (2) being securely tied to a fixture on a leash of “not more than 1.5 metres” in length.⚓
⚠️ Restaurant operators and staff should take note of the following: 📌 Check if the dogs have been properly kept on a leash of not more than 1.5 metres in length when customers enter the restaurant. 📌 If a dog is not properly leashed, please remind the customer that it is a statutory requirement to keep dogs on a leash and ask them to do so and ensure the dog is properly leashed by an adult before entering the restaurant.📌 Also, ensure that the customer keeps the dog on a leash and under proper control at all times while in the restaurant to prevent any non-compliance.📌 For on-site handling of situations such as dogs' barking, lunging at people, loss of control, hygiene issues and uncooperative dog owners, restaurant operators and staff could refer to the “Steps for On-Site Handling of an Incident” set out in the Code of Practice issued by the FEHD.

In daily operations and frontline management, persons-in-charge and staff of restaurants must pay special attention to and proactively remind customers of the following three key points: 💡 Dogs in pet strollers must also be leashed: Even if the dogs are placed in pet strollers or pet carriers, the owners must keep them on a leash compliant with the length requirement to prevent them from jumping out suddenly or coming into contact with other diners. 💡 Do not tie a dog leash to a movable dining table or chair: A “fixture” under the law refers to a derive fixed to the floor or a wall. Movable dining chairs or tables on the premises can be easily pulled or knocked over at any time, which absolutely fail to fulfill the statutory requirements. 💡 Dogs must be held by an adult: if frontline staff spot a minor holding the dog leash, they should immediately step in and advise that the dog leash must be securely held by an adult according to the statutory requirements.
