To: Licensees of Lunar New Year Fairs
The 2026 Lunar New Year Fair venues are equipped with illumination facilities. No artificial lighting other than electrical lighting shall be used by a licensee. A licensee may use batteries to provide power for his stall.
To ensure sufficient power supply for fair venues, the Food and Environmental Hygiene Department (FEHD) will enhance the co-operation with the Electrical and Mechanical Services Department and engage designated registered electrical contractors (electrical contractors) to provide additional power supply for fast food stalls. A licensee is required to hire the service from the FEHD at his own costs if he requires additional power supply.
To ensure the stability of power supply and compliance with statutory requirements and the relevant safety standards, the following arrangements will be implemented in the application procedures for additional power supply. If a licensee requires additional power supply, the licensee or the authorised representative of a licensee is required to visit the office to submit application set out in (i) Details of Corresponding Offices of Fair Venues to submit the application and pay the fees required immediately.
If a licensee hires the power supply required for his fast food stall, the FEHD will provide the illumination facilities. Each fast food stall will be equipped with one integrated waterproof LED lighting fitting (4 000K natural light) with a luminous efficacy of at least 1 450 lumen or similar lighting fitting for every square metre in terms of its area (e.g. a fast food stall with an area of 4 metres x 5 metres will be equipped with 20 lighting fittings.)
As for power supply, a licensee may hire three-phase power supply (without distribution boards) from the FEHD at his own costs. The FEHD will not provide fast food stalls with additional electrical lighting fittings or power sockets. A licensee is required to arrange for the registered electrical contractors engaged on his own at his own costs to carry out the relevant electrical installation works (e.g. additional electrical lighting or power sockets or stay wires).
If a licensee (whether by himself or through his employee or agent or the registered electrical contractor engaged on his own) carries out electrical works (e.g. repair, alteration or addition) to an existing electrical installation, he is required to have the affected parts inspected, tested and certified. The registered electrical contractors designated by the FEHD will not inspect, test, repair or reinstate any electrical installations arranged by a stall licensee on his own.
The registered electrical contractor engaged on his own shall, after completing the electrical work on a fixed electrical installation and before the installation is energised for use, have the installation inspected, tested and certified by a registered electrical worker to confirm that the installation meets the requirements of the Electricity Ordinance. Certification shall be made on a specified form, namely, the Work Completion Certificate (i.e. Form WR1). Every Work Completion Certificate shall be verified and signed by the registered electrical contractors engaged on his own responsible for carrying out the work, and the duly completed and signed Form WR1 shall be submitted to FEHD’s representative before commencement of business.
Notes for Application
Application Period
- The FEHD will charge you the hiring fees required for the power supply you have applied for according to the Price List for Power Supply.
- A licensee or the authorised representative of a licensee may submit an application (with the completed application form and/or the duly signed authorisation letter) and pay the fees required for hiring the power supply for each stall at the Assembly Hall in Lai Chi Kok Government Offices (Address: 2/F, 19 Lai Wan Road, Lai Chi Kok, Kowloon) on 21 November 2025 (Friday) (9:00 a.m. to 12:30 p.m. and 2:00 p.m. to 4:30 p.m.); or at the corresponding offices of fair venues during the periods of 24 November 2025 (Monday) to 5 December 2025 (Friday), 15 December 2025 (Monday) to 23 December 2025 (Tuesday), and 26 January 2026 to 13 February 2026 (Monday to Friday from 9:00 a.m. to 12:30 p.m. and from 2:00 p.m. to 4:30 p.m.) (see (i) Details of Corresponding Offices of Fair Venues).
- Under normal circumstances, if a licensee finishes setting up the stall and has informed the FEHD representative by 11:00 p.m. on 8 February 2026 (Sunday) (the specified deadline), the FEHD, upon receiving your notification, can ensure the provision of the power supply required by noon on 10 February 2026 (Tuesday) according to the amount of hiring fees you have paid.
- If a licensee does not finish setting up the stall by the specified deadline, the FEHD, upon receiving your notification, will provide the power supply required for all the stalls that have finished setting up and have informed the FEHD as at 11:59 p.m. on 10 February 2026 by 9:00 a.m. on 11 February 2026 according to the actual circumstances.
- The FEHD will provide a stall with the power supply required only if the licensee has finished setting up the stall (not applicable to stalls which do not require setting up) and/or paid the FEHD the hiring fees required.
- Only one application is required for each stall.
- Each fast food stall will be equipped with one integrated weatherproof LED lighting fitting (4 000K natural light) with a luminous efficacy of at least 1 450 lumen or a similar lighting fitting for every square metre in terms of its area regardless of the amount of electric current of the power supply hired by the licensee.

Cash, cashier’s order, cheque, EPS or Faster Payment System (FPS).
Other Points to Note

No person shall, while having dealings of any kind, offer any advantage to any staff of the FEHD or any employee of the electrical contractor.

Once confirmed, the service hired for a stall shall not be varied, transferred or assigned to any other stall, or cancelled. All fees paid are non-refundable.

For fast food stalls, after a licensee has submitted an application and paid the hiring fees required, he will only be allowed to pay the difference between the hiring fees required for a higher electric current and the amount paid so as to increase the electric current for his stall.

If a licensee has provided the FEHD with a valid local mobile phone number, the FEHD may inform the licensee of the progress of his power supply application through SMS in a timely manner. Please note that the FEHD will not send SMS messages containing any website link.

The maximum electric current that fast food stalls can draw varies among fair venues.

Where payment is made by a dishonoured cheque, the FEHD is entitled to immediately suspend power supply to the stall concerned until the licensee has settled the payment required.
