Vaccine Bubble

The Government has gazetted amendments, directions and specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F), the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) and the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) to relax social distancing measures with conditions with "vaccine bubble" as the basis.  The above amendments, directions and specifications have taken effect since April 29 and will last for a period of 14 days till May 12 (Wednesday).

Except for bars or pubs which are subject to other requirements, all catering businesses must operate according to one or more of the following operating mode(s).  Among them, Types A and B Mode of Operation are existing arrangements, while Types C and D Mode of Operation are introduced under the "vaccine bubble".

Modes of Operation of Catering Premises

  • Must not exceed 50% of the seating capacity

  • Dine-in service until 10 p.m.
  • Maximum 20 participants in any one banquet.
  • Must use the “LeaveHomeSafe” mobile application or complete the record form.
  • Staff members must undergo COVID-19 testing once every 14 days or have completed the COVID-19 vaccination course.
  • Type B notice must be displayed.
  • Must not exceed 50% of the seating capacity

Type C
  • Maximum 6 persons per table.
  • Dine-in service until midnight.
  • Maximum 20 participants in any one banquet.
  • Must use the “LeaveHomeSafe” mobile application.
  • Except persons aged under 16 with an accompanying adult.
  • Persons aged under 16 without the company of an adult, and persons aged 65 or above may opt to complete the record form.
  • Staff members must have received the first dose of COVID-19 vaccine.
  • Exemption arrangement: The alterative option of undergoing COVID-19 testing once every 7 days is only applicable to staff members who are unfit to receive COVID-19 vaccination because of health reasons.  These staff members are required to make a declaration to their employers using the specified form and produce a medical certificate.
  • Type C notice must be displayed.
  • For catering premises choosing to operate in more than one mode of operation, a floor plan with relevant specifications must be prepared.
  • Must register information about vaccination received by staff
  • Must not exceed 50% of the seating capacity

More than one zone

  • Maximum 8 persons per table.
  • Dine-in service until 2 a.m.
  • Maximum 100 participants in any one banquet
  • Must have received the first dose of COVID-19 vaccine.
  • Must use the “LeaveHomeSafe” mobile application.
  • Except persons aged under 16 with an accompanying adult.
  • Persons aged under 16 without the company of an adult, and persons aged 65 or above may opt to complete the record form.

For banquets with more than 20 participants only

  • Must have received the first dose of COVID-19 vaccine.
  • A participant aged under 16 or unable to receive the vaccination because of health reasons is required to complete the specified form, and produce a medical certificate and a negative test result proof obtained within 3 days before the banquet.
  • Staff members must have received two doses of COVID-19 vaccine, plus an interval of 14 days after the second dose.
  • Exemption arrangement: The alterative option of undergoing COVID-19 testing once every 7 days is only applicable to staff members who are unfit to receive COVID-19 vaccination because of health reasons.  These staff members are required to make a declaration to their employers using the specified form and produce a medical certificate.
  • Type D notice must be displayed.  A floor plan with relevant specifications must be prepared.
  • For catering premises choosing to operate in more than one mode of operation, a floor plan with relevant specifications must be prepared.
  • Must register information about vaccination received by staff
  • Must not exceed 75% of the seating capacity

As stated in the Gazette Notice (Extraordinary) 249 of 2021, if a catering business chooses to operate in more than one mode of operation in its premises, it must display a floor plan of its premises (if the premises has more than one floor, then it must display a floor plan for each floor) next to the notice as specified in paragraph (C)(I)(d) with the following specifications to signify the content as set out below in a way that is clearly legible and unobstructed for differentiating and identifying that the different dining zones are operating in different modes of operation:

  1. The size of the floor plan for each floor must not be less than 297 x 420 mm (A3 size);
  2. The letters in the floor plan must be black in colour, the font type must be Times New Roman, and the font size must not be less than 16; and
  3. The floor plan for each floor must be drawn to scale to indicate the location of each  “Designated Zone” (including Designated Zone B, Designated Zone C and Designated Zone D), its size, the location of each dining table therein and remarks should be added to the dining tables for holding banquet activities.  The relevant content (including the “Designated Zone” in particular colours, i.e. violet for Designated Zone B, light peach for Designated Zone C and green for Designated Zone D) must be shown as specified on the related FEHD webpage for identification.
