An Itinerant Hawker Licence authorizes the licensee to hawk in a mobile nature. But the Director can specify the trading area of the hawker in his/her licence. Unlike Fixed-Pitch Hawker Licence, there is no pitch allocated to IHL holder.
There are five categories of IHL, and they are
:
Tradesman;
Newspaper;
Frozen confectionery;
Mobile van; and
Other classes.

Policy
The following options are offered to all IHL holders in exchange for the surrender of their licences :
To receive a one-off ex-gratia payment of $30,000;
or
To select a vacant fixed pitch/market stall;
or
To select a cooked food stall in public market
[applicable to IHL (Mobile Van) holders only].
The offer is valid for five years from 1.1.2003 to 31.12.2007 inclusive. It was further extended in 2007 by one year to December 31, 2008. In view of the Government’s current review on hawker licensing policy which may have implications for IHL operations, and the requests of several hawker associations to extend the validity of the voluntary surrender scheme, the Food and Environmental Hygiene Department has decided to extend the validity of the scheme by one year to December 31, 2009.
