The Scheme of Participation by Property Management Agents in Tackling Dripping Air-conditioners (the Scheme) was initiated by the Food and Environmental Hygiene Department (FEHD) in 2005 to solicit the assistance of property management agents (PMAs) in handling complaints about dripping air-conditioners in private housing estates during the summer season (May to November). As at the end of 2023, there were a total of 268 PMAs participating in the Scheme. In the past 3 years (2021, 2022 and 2023), 4 258, 1 923 and 6 205 complaints against dripping air-conditioners were followed up and handled by PMAs through the Scheme respectively. Under the Scheme, the staff of the participating PMAs will, in the course of performing routine management duties in the housing estates, help identify the sources of the water dripping nuisance and advise the occupiers concerned to rectify them. If the PMAs' efforts are in vain, the FEHD will take up the cases. Through the high-quality customer service provided by the PMAs, the harmonious relationship among occupiers can be effectively maintained, and the interaction and active cooperation between occupiers can be strengthened to assist in identifying the source of water dripping from the air-conditioner. This could reduce the number of prosecution taken against the occupiers not being able to abate the nuisances timely and the time needed for follow-up investigation such as marking the compliance of Nuisance Notice by FEHD. To further promote the Scheme, the Department will consider giving priority to housing estates participating in the Scheme where talks will be held to go through the relevant knowledge about dripping air-conditioners with property management personnel and residents, and provide them with assistance in identifying the available methods and techniques for locating the source of water dripping from air-conditioners.
